Why was evie crying towards the end of Thirteen?

why was evie crying like that when she realized that tracy's mom wasn't going to adopt her. why was she so mad? i know her guardian brooke dumped her boyfriend. so he wouldn't be around anymore to hit her. so why did she want to live with tracy & her family so much?
